THE CONGESTED DISTRICTS BOARD. ELECTIVE BASIS. - •PROTESTS BY UNIONISTS. (By Telegraph,—l'reas. Aasoclatlon.-OopjrlizbU (Rec. August 26, 10.30 p.m.) London, August 26. In tho House of Commons, in committee on the Irish : Land Purchase Bill, a further batch of clauses was carried, according to the closure time-table. • ■ ■ • The cliief discussion related to the incorporation of the reconstituted Congested Districts Board. Unionists strenuously/ but vainly; resisted the introduction of the electivo element, which, they contended, would soon result in the board being under the guidance of the United Irish League.. , They added that the distribution; of land, in faco of tho conflicting-claims of "congests" and the landless, would require cool heads, undisturbed by local pressure. Mr. T. W. Russell:(Vice-President of the Department of Agriculture arid Technical Instruction for Ireland), and Mr. Birrell (Secretary for Ireland) replied that elected members had proved a tower of strength to the Department of ' Agriculture, and that the present problem 'was solvable only with the support of popular opinion.
