The now Imperial Chancellor, Herr von Bethmann-Holltveg, was once a followstudent of the Kaiser. Ho was Prince von Bulow's first lieutenant in 'dealing with the social policy of the Prussian Cabinet, in which he was Minister for the Interior/prior to taking the Ministry of the Interior under Prince von 1 Uulow. Horr von' Bethman-Hollweß ia, however, inexperienced in foreign affairs, and it is understood that in r hia foreign policy the Minister for Foreign Affairs ' (Herr von Schocn)- will deal direct with the Kaiser. •
