Tho writer suggests that in ptaeo of Dreadnoughts, Canada, New Zealand, and Austialia should build largo stoamships under Admit alty supervision, to bo commanded by naval ofßrcre, manned by trained men, and provided with adequate' armaments. These vesacls would be able to preserve tho trade routes ia time of war, and wrald bo used for tho transport of trbops. Each Dominion, Sir Charles recommends, should also ho at liberty to Wetroet an' additional local navy,
