AN AFFIRMATIVE DECISION BY THE COMMONS, (nt telegraph—press association— coptrioht.) . London, May 13. The motiou of Mr. J. S. Hicham, Liberal member for Sowerby division of Yorkshire, in favour of payment of members was carried in the House of Commons by 242 votes to 92.
