Corroboration of Sir Joseph Ward's remarks as to tho exodus from tho country to the towns is found in a statement by Mr. C. N. Orbcll, chairman of tho Levels County Council, who at' a recent meeting of'the council mentioned as a rather astonishing fact that according to figures taken from official publications the population in the counties and road districts of South Canterbury had deorensed during tho past ten years, while that in l the towns had just about doubled during tho period. Ho quoted the following figures:— Population in tho South Canterbury Hospital district, in the. boroughs and town districts in 1898,-6G01; in 1908, 12,185. Population in counties and road districts: 1803, 21,613) 1908, 20,060.
