It.is solemnly printed in London newspapers that the Swiss State railways have issued this cruel regulation:— ■'.I "Ladies', hats more than 31J inches, in ■diameter will, according to Article 117 of ; the Railway Tariff, adopted in February, •' J906, henceforth bo regarded as wheels. Any ■ lady wearing a hat of larger dimensions, ; who desires to travel by a Siriss: passenger. '.. train, must either ride in'the luggageVvan, or deposit her bat with the luggage-guard, and enter.the passengers', carnage bare- '." headed." . . ■ !;'. Of course, 31J .inches is a pretty generous allowance; it means, if the fiat is circular, a circumference of exactly ..99 inches. One wonders what is the charge for a wheel on the Swiss railways. If two _big-hatted women are travelling together, it might be cheaper to pin the two bats to each other,, and book the joint piece of luggage, as a bicycla
