TERRITORIAL FORCE.
RESERVE TO BE FORMED, (nY TELtCItAPH—I'UESS ASSOCIATION—COPYRIGHT.) April 12.. The Army Council has approved tho formalion at an early date of a Territorial Reserve. It is hoped to raise a force of a hundred thousand, from time-expired men, making the total strength of the Territorials four hundred thousand.
[Under Mr. Haldane's original scheme- it was proposed to raise a Territorial Force of 312.000. Die, creation of a reserve of 100,000 men. in connection with the Territorial Force, as outlined in the cablegram, would, therefore, givo in. round figures 100,000 men in. connection with the Territorial division. The Regular forces in October last year numbered 16L302, and their reserve numbered 125.951. "'here is also a Special Reserve (liable to foreign service) already connected with the Territorial Force, nnd its actual strength in October last was (U-,291 out of an establishment of SO.OOO. The Regulars and: their roservo and tho Special Reserve thus give 351,000 men, and when tho Territorial Force and their reserve aro up to the establishment of 40Q.0C0, a mixed body of three-quarters of a million should.be supplied'I from these sources.]
