'J'lio Fez (Morocco) correspondent of the "Daily Mail" reports that —despito tho Franco-German agreement of February, providing for equality of treatment of tho respective nations in connection with concessions—the Gerinnn consuls hnvo secured the confirmation of three concessions for mining rights granted to Messrs. Mannesman, a German firm, by Mulai Hafid, before his recognition as Sultan. The incident threatens to cause a renewal of tho controversy.
