An official report, supplied to tlio Chamber of Deputies, alleges that thero is in existence a conspiracy among contractors to defraud the Treasury. One contract for thirty-seven snhmnrino motors gavo a profit of !)o per cent, Battleships costing Groat Britain a million and a half cost France over two million pounds.
