Sir Sydenham remarked, in tho course of a speech, that India's system of Government was on the evo of great changes—changes which, lie believed, would ho for tlio country's good. Ho added tlinb tho success of tho changes was dependent on tho co-opera-tion of all classes and creeds, and he rejoiced that ho was ahlo to associate himself with a movement to that end.
