Tho executivo of the East Herts Unionist Association withdrew its confidence from Mr. A. 11. Smith, the sitting Unionist member, because- of his attitude on tho fiscal question. • ■ ■ • Lord Salisbury, in a letter dissenting from tho decision, resigned the presidency of 'the association, and described Mr. Smith as 0110 of the, best representatives in tho county, adding: "Tho fiscal question is only a part, and not tho most important part, of tho Unionist policy." fTho effort of the extreme Tariff reformers, called the "Confederates," to capture the whole Unionist, party and impose a fiscal test on all candidates, has called forth many protests from the moderate middle section of tho party. Lord Salisbury has been denned as, fiscally, "probably a Retaliationist —not a tariff reformer." Retaliation was, for a while, Mr. Balfour's halfway house. Tho "Confederates" go much farther.]
