The system is to purcliaso naturalisation papers at prices ranging from £6 to £15, and theso aro sent China for tho use of thoso to be smuggled in. Twelve young Chineso have been arrested for possessing tho naturalisation papers of old Chinese. ■ Thoso arrested aro to bo deported. ■
