The-,'borough engineer reported that, twelve' months ago, he' had agreed with Mr. J. 'W^.Spiers to. shift spoil, at' the..corner of •a' section, in order-that the fence might, be. lowered to its proper level. -.The iurider'standing was that, Messrs:,- J. W. and E.
