Reed, the commissioner appointed to inquire into the suggested amalgamation of the Horseshoe and Sluggish River Drainage Boards, has furnished his report upon the subjeotV- The salient features are asfollow.—(1) That the 'Sluggish River I/and Drainage Board and the Horseshoe Drainage Board be'amalgamated under Section'ls of the Land Drainage Act, 1908, and that the extra area referred to in the. evidence: of E. J; Armstrong.be included in and form part of the united area., (2) That, the united board take oyer all assets, property, and liabilities of ; the present boards. (3) • I am satisfied that on© board as. proposed-could" carry-out the drainage work more: beneficially and cheaper than at present; (4) That it bo ! a condition, of such amalgamation that the mam dram., be restored. : to -its. original ''size' wd.bo otherwise improved.' and repaired.(o) That it be,a condition".that, before amal-' gamation, the whole area of the united district (except the present area of tho Sluggish Btfard District) take, over a liability equal' .to one-half of the -.total-, cost of repairing; restoring, and improving the' : -said main' dram.', (6) If the .condition -contained .'in Clause 5 cannot be given effect to,'-I''suggest that.-the total loan for this work should-be •raised.by the new board, and expended in'tho manner described, and that, the whole, united area; ; be : rated upon a classification basis,--and that .'the : special gating, area in the Sluggish'Riyer distnct.be released from their present liability".
