THE LOSSES ON DEFICIENT LABOURERS TO FALL ON CENTRAL FUND. THE ADMIRALTY'S SPECIAL GRANT. (OI TEI.ECP.iI'U—I'ttESS ASSOCIATION —COFTUIGEXT.) (Roc. October 28, 11.35 p.m.) London, October 28. Tho special grant of £40,000 made by tho Admiralty: in connection with tho Portsmouth dockyard provides work during the winter for' 500 unemployed. Tho Government proposes, in connection with tho municipal loans specially authorised for tho purpose of providing work during tho slack months, to pay tho local bodies from tho Central Unemployed Fund a sum representing tho difference in value between ordinary labour and tho labour of tho unemployed. The Central Unemployed Fund, which is 'o pay tho loss on deficient labour, consists of (I) voluntary contributions, (2) a rate of not more than id. (or, with the consent of the Local Government Board, Id.) lovied on the Metropolitan boroughs. v A PROBLEM FOR ECONOMISTS. THE DEARER TENDER. (Rec. October 28, 11.17 p.m.) London, October 28. Tho London County Council had before it two tenders for tram-rails, one by a Leeds firm at £24,000, and a tender from Belgium at £21,000. It was proposed to accept the Leeds tender. Mr. A. S. Benn (Municipal Reform member for Battersea) moved an amendment to the effect that tho Belgian tender be accepted, and that the difference between tho two prices (£3000) be applied to giving work to the unemployed in connection with tho tramway extension. The Moderates and Labour members rejected the amendment, and tho motion, giving tho contract to the Leeds firm was carried.
