COMPENSATION. AN AN CLO'FRAN CO-RUSSIAN NOTE. ADVICE TO SOFIA. (BI TBIEOBArn—riIESS ASSOCIATION—COPTRIGHT.) (Rec. October 28, 11.17 p.m.) London, October 28. Britain, France, and Russia have presented an identical Note to tho Bulgarian Government. It takes note of tho statement made by Prince Ferdinand that tho declaration of Bulgaria's independence docs not exclude tho awarding of compensation to Turkey; and it advises Bulgaria to send an envoy to Constantinople to arrange for equitable compensation. Also, at Turkey's instance, the Note asks Bulgaria to abstain from mobilisation of her armed forces. Italy and Germany approve the Note. COMPENSATION CLAIMED BY PORTE. . PAYMENT OF TRIBUTE. A MILLION OF OTTOMAN DEBT. Constantinople, October 27. Turkey proposes that Bulgaria should assume responsibility for a million of the Ottoman debt, besides paying tho arrears of'the Rumelian tribute, in return for the recognition of her independence by Turkey. SERVIA AND AUSTRIA. COMPLAINT ABOUT DETENTION OF ARMS. MAY WITHDRAW ORDERS. (Rec. October 28, 11.17 p.m.) Belgrade, October 28. Servia, in a Note to Austria, complains'of tho detention of 80,000 rifles ordered by Servia at tho Steyr factory months ago. Servia threatens to cancel all other orders in Austria.
[Steyr, in Upper Austria, on the left bank of the Ems, is an important centre of manufacture of iron and steel and arms. Austria, as Servia's biggest customer, has exercised a sort of commercial dominance over the smaller State. The operation of Austria's favourite punitive weapon, the embargo on Servian pigs, has been described by Mr. Foster Fraser.]
