Also, at Turkey's instance, the Note asks Bulgaria to abstain from mobilisation of her armed forces. Italy and Germany approve the Note. COMPENSATION CLAIMED BY PORTE. . PAYMENT OF TRIBUTE. A MILLION OF OTTOMAN DEBT. Constantinople, October 27. Turkey proposes that Bulgaria should assume responsibility for a million of the Ottoman debt, besides paying tho arrears of'the Rumelian tribute, in return for the recognition of her independence by Turkey. SERVIA AND AUSTRIA. COMPLAINT ABOUT DETENTION OF ARMS. MAY WITHDRAW ORDERS. (Rec. October 28, 11.17 p.m.) Belgrade, October 28. Servia, in a Note to Austria, complains'of tho detention of 80,000 rifles ordered by Servia at tho Steyr factory months ago. Servia threatens to cancel all other orders in Austria.
