OLD AGE PENSIONS.

THE CLOSURE TO BE ADOPTED. BY TELEGRAPH —PRESS ASSOCIATION—COPTBIGHT (Roc. June 10, 9.47 p.m.) London; June 15. The Government has dccided to closure tho consideration of the Old Age Pensions Bill. This decision is attracting attention in political circles, since parliamentary tradition holds that the closure is not npplied to tho Finance Bill, of which tho present Pensions Bill forms a pr.rt.

The closure is brought into operation by a member rising in hi? place and claiming to more "that the question be now put, although other members wish to speak. Such a motion appearing to the Chair to be fair, it is put, and, if carried, the motion before the House is decided at once without further debate. No fewer than 100 members must vote in the majority in support of the closure. The closure, or cloture, as it was first called, was introduced into the House of Commons in 1881 as a means of dealing with obstruction. The regulations for its use have been chaneed from time to time.
