In connection with tho memorial addressed by Labour membors to tho Secretary for Foreign Affairs (Sir Edward Grcvj), urging that, in view of tho terrible occurrences in Russia, and tho nature of its Government,, the King should abandon his State visit to Russia, a statement was made to-day by tho Government in tho House of Commons. \ Mr. J. A. Pcaso, Junior Lord of. the Treasury, informed Mr. Will Thome, Labour raombor for West' Ham, that Sir Edward Groy was unable, to advise King Edward to abandon his visit. Mr. Thorno nsked: Does that mean that the Government acquiesces in the brutal murders, and. outrages that havo occurrod in Russia ? The question was received with protests, amid' which the Speaker rebuked Mr. Thome. Later on, Mr. Keir-Hardio complained that tho clerks at tho table had refused to accept a question enumerating tho executions of political prisoners in Russia, and suggesting that Britain should threaten to withdraw her Ambassador if Russia persisted in her present internal policy. The Speaker (tho Right Hon. J. W. Lowthor) ruled that the first part of tho question, instead of asking, convoyed information, and, secondly, that it was no part of tho British Government's business to manage tho internal affairs, of a friendly State.
' Mr. Koir-Hardio considered the ruling a curtailment of the right of the House. The Speaker denied this, and repeated his second point. - \ - NOT AN ALLIANCE. UNDERSTANDING TO BE ARRIVED AT IN DETAIL. ■ (Rec. June i, 10.5 p.m.) St. Petersburg, June 4. The "Novoe Vromya" says that the growing ties between Russia, France, and. Britain are destined to take the form, not of \in alliance, but of special conventions on special questions, all of them tending to a general rapprochcment.
