ARBITRATION DECLINED. , BY TELEGRAPH—PIIESB ASSOCIATION—COPYRIGHT. London, March 19. A frosh ballot by tho engineers' in the north-east of England, by 4356 to 3693, rejected the proposed settlement, and decided to resist reduction in wages, also tho reference of tho disputo to arbitration. Mr. Lloyd-George, as President of the Board of Trade, proposed tonus of settlement, which were rejected at a ballot of the'engineers. '
