Mr. Philp, Premier, has issued a manifesto to fflo olectors stating that tho Government intends, without delay to paaa a measure to foster oversea, transport by subsidising a lino of steamers with sufficient refrigerating spacn to trndo . between Queensland, Britain, and the East via Torres Strait. It is also intended— (1) To roduco tho mimbor' of members of tho Legislative As- . semhly. , (2) To place tho Legislative Council on an eleotivo basis. (3) To establish wages boards., (4) To iiicroaso old age pensions to 10s. weekly, (5) To take a referendum on the question of religious instruction in schools. . Of the above platform, planks Nor. 1, 3, ancl s.were common to both Mr. Kidston's and Mr. l'hilp's programmes at. tho last election. Reform of the Legislative' Council was also a cardinal point of Mr.-Kidston's, and' old ago pensions figured '.largely, in his platform.' The Labour party would: appear to ho bent on ending, rather than mending, the Council.' . The crusade against, the latter proposed by Mr. Kidston—in whiph ho vainly soiight tho Labour party's co-operation and nlliancc—was the ' immediate cause of his Ministry's resignation.
