Speaking a; a member of that Chamber, Lord Tweodmoutl stated that everybody in both Houses agreei that tlio present position was impossible. ll< did not think thoro was anybody stronger ir that direction than the Honse of Lords itself It had two Committees sitting on the questiot now. lie was entirely in favour of a sccom Chambor, but, under the present arrangement thore was no second Chamber. When tlu Tories were, in office, it was not even tin Houso of Revision. It was simply a House o: llogistrntion. The Government held that tin second Chamber must be.n Chamber whicl should not have the power of over-riding tin distinctly expressed wishes of the "people.
