C. touisson, Chairman of the Local Bills Committee, explained that there was;' already a Waipawa Town Board. Tho . proposed; borough would include the present. \ Town;. District and also a sparsely populated area/occupied mainly by sheep farms. There was no'.evidence th,at the whole of the proposed; borough contained more than 1000 people. ■• The Town Board had contracted- a loan; the transfer of which to tho new body .vould,be attended with difficulties. J. Anstey.-.who was in charge of'-the Bill, to divide the now county into two' ridings corresponding* with ■ the Makara 'and Porirua ridings,of. the Hutt County, and to provide that, subject to the defraying of cost of administration, the rates collected in each 'riding..shall bo spent in such riding. The mover ; explained tbat there wore no mam roads in the Makara riding, and tho ratepayers of that district felt that they shoulJ not ,, be called upon toi, contribute to tho upkeep of the mam roads in the Porirua district, which they did not use.
