Mr. Smuts, Colonial Secretary, addressing his constituents horo, said.that tho experience of, tho miners' strike had proved that, if tho Chinese woro retainod, tho whites must eventually clear out. Two mining magnates, who desired to co-oporato with tho Government, had come to tho conclusion that tho importation of Chineso was a mistake. . - Mr. Smuts warned the Indians that tho Government would strictly onforco the law regarding the registration of Asiatics. " The Government," ho said, " aro determined to. make tho Transvaal a white man's country. They have put their foot down, and they, are going to keop it down." Speaking in tho Transvaal Parliament, Premier Botha recently said that the Government was allowing the Chinese to be repatriated because of their " unalterable conviction that tho system of Chinese labour is in the highest degree inimical to the abiding interests of the 'Transvaal, and should ceaso at the earliest' opportunity, but also by the cpnsideratioo. that the supply of native labour is, and has for some timo been, iii marked excess of the demand." After detailing the special efforts that.'aro heing madorto encourage nativo labour by. means of a Government labour bureau, the Premier said that "the Government; anticipate that the repatriation of - the Chineso will lead to tho restoration of healthier and more stable coniditons ihv tho mines, to tho large employment of white labour, to a more economic and efficient uso of native labour, and the application on a larger scale of mechanical appliances to mining operations." The -warning to Indians arises out of their neglect to register under-the ■ ordinance passed in March. '
