The Marlborough "Herald", on Wednesday last made it appearance in an onlarged form, and those concerned are to be .congratulated on the journalistic advance, and distinct improvement in the make-up of tho paper. Tho 'Wellington Bakers', dispute has been referred to tho-Court of Arbitration for settlement by tho Wellington . Master Bakers' Industrial Union of Employers. The racing season of the Thorndon Dinghy Sailing Club will bo opened at tho Club's headquarters, Esplanade, on Labour Day, October -9,. at 2.30 p.m. Besides two races by the Club's boats, a race for 'coal-hulk boats and a race between crews from the port and starboard watches of the training ' ship Amokura have been arrangod. The boys of the Amokura are taking a keen interest in the race, so an excel-' lent contest should result. .. A conference of the Young Men's Christian Associations of Australasia is to be held in Wellington towards tho end of the present month, commencing on ' October 23. Messrs. Lyman Pearco and W. Gillanders, Australian national secretaries, will have charge of the convention, tho first of its kind yet hold in New Zealand. The Commonwealth Postal department has obtained from New Zealand, for service on the mail vans, a stampcancelling machine, which will deal with 350 lotters per minute. The electric machine at tho General' Post Offico (says tho "Melbourne Argus') cancels . 1000 stamps per minute, but it is not suitable for installation in a railway -van. '■ , • A special meeting of the City Council was held last night, tho Mayor, the Hon. T. W. Hislop, presiding. The business was tho consideration of bylaws ' drafted by Mr. Devine. Some disoussion arose m connection with clauses 14, 16, 17, 18, 19 and 20; which dealt with hawkors and pedlars,' public baths, buildings, public -health, and miscellaneous items. • No important alterations woro made, and the clauses were adopted. Some objection was taken to the issue of licenses to fruithawkers without charge, but the Mayor explained that, although there was power to compel hawkors to tako out licenses, there was no authority given by tho Act to impose a fee. A fresh by-law was approved in connection with cemeteries, making it necessary for tho Council.to.keep duplicate records of graves, etc.—ono at Karori cemetery and the other in : tho Town Clerk's office—the books to be open to public inspection during office hours. Subsequently, tho tramway bylaws were considered, but no changes of any importance were made. The weekly meeting of the Wellington Trades and Labour Council was hold in tho Trades Hall on Thursday night. Mr. A. Parlano presided, and there wero about forty dclogatos present. Tho Coroners' Act Amendment was received from the Minister for Justice. Delegates were pleased with the clauses giving secretaries of trado unions legal status at inquests. The matter of tho Inangahna coal-miners then came up for discussion, as tho result of a letter received from tho secretary with reference to funds sent from Wellington in connection with the lock-out. Delegates wished to know when tho decision would bo given by tho Arbitration Court, and it was decided to write asking for information on tho matter. Tho case of Mr. J. A. M'Cullough was next considered. It was unanimously resolved:-—" That this Council heartily endorses tho repeated appeals of Trades Council conferences that tho workers in tho Govornmont employ should havo full rights to exercise their political privileges as citizens, and that this Council protests against tho action of tho Government in suspending Mr. J. A. M'Cullough as both arbitrary and unjust." The Council was then addressed by Mr. Ben Tillott. Mrs. Ethel B. Do Costa, LL.B..(neoMiss Ethel It. Benjamin of Dunedin), after practising tor sonic years in that city, has commenced practice as a barrister and solicitor in No. 6 Nathan's Buildings, corner, Grey and Fcntliprston Streets, M'nilmgton. Mrs. Do Costa has tho distinction of hoing wo only lady practising at tho Bar in uio Dominion. Intending clients can depend on prompt and careful attention at Mrs. Do Costa's hands.
Tho following employers have signified their concurrence in tho Cooks and Waiters' Industrial Agreement: — Messrs. Geo. A. Scott, Scott Bros., Robt.. Bucheridgo, and Franck T. Daikin. ■ Tho "Lads in Navy Bluo" of H.M.S. Challenger, have been practising during tho current threo weeks at tho Tronthan Riflo Range, for their annual class-firing. At a special meeting of tho Victoria College Council held last Wednesday, it was decided to advertise in England, Australia and Now Zealand for appli-' cations for tho position of Dean of tho Faculty of Law at Victoria College. Tho applications will in all probability bo considered at the meeting of tho Collego Council to- be held in January, 1908. Tho Karori Rifle Club opens its season at Trentham to-day with a match between teams picked by the president and secretary. Tho prospects for the coming season are particularly bright, as a number of new members havo been enrolled. A good prize list 'has been arranged, and keen competition is expected. The Rev. T. Keith Ewen presided on Thursday evening at a meeting held in connection with tho anniversary services of tho Berhamporo Baptist Church. Addresses woro delivered: by tho Revs. J. J. ' North, and A. Dewdnoy.a nd Mr. H. G. Blakie. Reports wcro read by the secretary and treasurer, which showed tho position of tho church to be in a very satisfactory state. During the evening the choir, assisted by friends and an orchestra urider the conduotorship of Mr. G. Frew, rendered several, anthems. Solos were given by Mr. W. Church, and recitations by Miss Tonks. . Both tho Education . and Public Works Departments in tho Government Buildings aro employing extra men at present to copo with their work owing to tho ravages among their staffs by influenza. Mrs. T. W. Hislop, wife-of His Worship tho Mayor' has addressed a : circular letter to the Mayors of.the various towns in tho Middle University District, enlisting their sympathies in the proposal to erect a Women Students' Hostel in Wellington. Tho ■ building fund has been guaranteed by half-a-dozen Wollingtpn citizens pro- - vided that the hostel is opened and furnished free. : Great interest is being manifested in the Harriers' annual teams road race which will be held under tho auspices of tho N.Z.A.A. Association this afternoon. The competitors, who will represent the Wellington Harriers, Port - Nicholson Athletic Club, St. Patrick's College, and tho : Catholic Club, will start from tho To Aro baths at 3 o'clock, and should complete tho course, which, extends to'the Patent Slip and back—a distance of about five miles—within the hour. , At the next meeting of the City Council* the following motion, by Councillor Godber, will come up for discussion:—"That a Special Committee bo sot up to consider the advisability of purchasing under the Public Works Act or- otherwise a suitable area within or. adjacent to the City.for the purpose of erecting workmen's homes." The Wellington Debating Societie's Union will give a musical evening in the Concert Chamber of the Town Hall to-night, when the, Chief Justice, Sir Robert Stout, will, present tho medal won by Mr. J. M. A. Ilott in the Union's Oratorical Competition, and the diploma won by the Y.M.C.A. in tho debating tournamont. Short address will bo given by Hon. Geo. Fowlds, Minister for Education, and His Worship tho Mayor, Mr. T. W. Hislop. The contributors to the musical programme wil linclude Misses C. Simpson, Twohill, B. Jones, and Gamble, and Messrs. A. M'Donald, Bill, Hockley, Twohill, and Hendry. Courses of instruction for volunteer officers and non-commissioned officers will be carried on by tho district instructional staff as under: — Mastcrton, October 14 to 19; Eketahuna, October 21 to 24; ■ Woodville, October 4to November 3; Palmerston North, November 4 to 12; Hunterville, November 13 to 16; Wan'ganui, November 18 to 23; AVairoa, November 5 to 28; Hawera,, November 29 to December 4; Stratford, December 5 to 7; New Plymouth, December Bto 14. Free railway passes will be issued to those residing away from any centre where instruction is given. The course applies equally to officers and non-commissioned officers of all branches of tho service, including ~ service cadets. Officers and non-com-missioned officers of public school cadets aro invited to attend, but will require to apply to tho Education Department for free' railway passes.
