CLUTHA COUNTY COUNCIL.

The following notice of motions for next meeting has been handed to us for publication : — Councillor Mackenzie has given notice that he will move at next meeting. lst. That the confirmation at last special meeting of a resolution passed in committee of the Council, but never passed by the Council at the previous special meeting, altering the boundaries of the Ridings and creating a new Riding, is contrary to the provisions of the Statute, sec. 35 and 80 Counties Act, and therefore null and void. 2nd. That the ' resolution altering the boundaries of Ridings and creating a new Riding, passed at. last-meeting on the 28th day of June, 1078, and purporting to confirm a resolution passed on the 31st day of May last, he revoked, because the said resolution was not advertised or publicly notified as required by the 80th section of the Counties Act, and' also because the effect of the said resolution is to disfranchise a large section of the ratepayers for . a considerable period. 3rd. Contingent upon neither of the foregoing being affirmed. That seven days' notice of my intention to -move at next meeting that the resolution altering boundaries of Ridings and creating a new Riding, confirmed at special meeting on the 28th day of June last be revoked, shall be given to each councillor in terms of section 78, Counties Act, before the next meeting after that to be held on the 28th instant. 4th. That the conduct of the Chairman in giving' his casting vote for an alteration . in the boundaries of Ridings, and creation * of new Ridings, knowing well that the effect thereof would be practically to disfranchise a considerable number of ratepayers who had no sufficient notice, and who were prevented by the state of the weather from, taking any action remonstrating against the proposed alterations, is contrary to parliamentary practice and the Standing Orders, and merits the disapproval of the Council, notwithstanding his statement that he voted formatters .remaining as they were, which statement was a manifest quibble. sth.
