A volunteer army for active service is organising, and 8000 men have been enrolled.

(From the Melbourne Argus.) . The Porte promises to evacuate the Bulgarian fortresses in proportion to the withdrawal of Russian troops from Turkish territory.

The India troops are to be embarked with all speed, and extensive preparations are being made for their reception, at Malta, where they will be kept in readiness for any contingency. They comprise eight . regiments of the Indian army and two batteries of artillery. Russia is calling out three divisions of reserves.
