The Premier in the Lords, and tho Chancellor of the Exchequer in tho Commons, last night moved an address to the Crown, thanking the Queen for calling out the reserves. The Premier, referring to England's Eastern policy, said that it was based on England's interests in the East. The liberty of Europe was imperilled, and the interests of the British Empire must be maintained. Earl Granville, leader of the Opposition in the Lords, said his party left the responsibility of this stop with the Government. The Lords agreed to tho address without a division. The following special telegram appears in tha Star: — London, April 7. The Russians have occupied the British Consulate at Rustchuk. England claims prompt redress. The war excitement in the metropolis increases. (Argus Special,) London, April 10. The tone of Gortschakoff's reply to England is moderate. He denies that Russia seeks to gain an ascendancy in Bulgaria, and says that the indemnity agreed upon is less than the Russian losses. He claims that existing treaties are dormant and inquires if England will make counter proposals with a view of arranging a definite peace. The Russian circular is considered conciliatory.

In the House of Commons the reply to the Queen's message was carried by 319 to 64.
