He * said Germany will not interfere between Russia and Turkey, but is willing to mediate. , The- President of the Austrian Council ,of Ministers said Austria reserves the interests, , of monarchy, and objects, to shifting the balance of power. The eleyatiori of Cardinal' Pecci is generally approved. ' His election was unanimous. He has assumed the title bf Pope LeoXIH. -...?■: • , -.*■ ■ -■ -Feb.,25. Fresh conditions of peace have been demanded by Russia. These include. the prohibition ,of the passage of the Dardanelles by all war vessels, but its free navigation by ' all' - merchant 'ships ; an indemnity of 1,400,000,000 roubles (£271,700,000), to cover . which ' Turkey is reqiiired to cede her, ironclad; squadron, the city of Kars,, the towns of Batpum, . Bayazid, and Ardahan, besides the ter'ri- , tory comprised iri the Russian occupation of Asia Minor; £40,000;000 sterlirig of the ' indemnity to be secured by bonds ' (chargeable with • a sinking fund), the interest of , which shall be guaranteed bythe tribute now paid by Bulgaria and Egypt to the Porte. . .. Feb. 26. A large meeting in favour of peace, held in Hyde Park, was! scattered by an iiririiense Conservative demonstration. The London papers consider the peace conditions: to be excessive, and to imperil the maintenance of European peace. Earl Derby, replying to a question, said the Government had received no informal tion which cbhfirmed'trie peace conditions, and remarked that if the Egyptian tribute to the Porte was demanded, it would require serious consideration.
