Mr Dunne called attention to a motion . \ passed sometime ago, providing for all act -counts being rendered on official voucher -forms, and being examined and passed by the Finance Committee before being subemitted to the Council. Mr Canning explained that in terms of " the motion the matter was considered by the Finance Committee, who did not think it was necessary to incur the expense of : printed voucher forms. THE BRIDGE. Mr Dunne reported that it had been pointed out to the Works Committee that several piles at the south end of the bridge had become quite rotten. The Committee had, therefore, instructed that the same be renewed. —Approved. bye-laws. Mr Hogg reported that the qviestion of bye-laws had been considered at a special meeting, and it had been referred to the Finance Committee and Mr Cramond to prepare 'a draft of bye-laws to be submitted at a, meeting of Council. The Com. mittee had not yet been able to. complete the draft, but it would be laid before next -meeting. FOOTPATHS. Mr Dunne asked what steps had been "■taken to carry out a resolution passed a month ago for the formation of a footpath I in Henfrew-street. The Clerk reported that the Mayor had handed to the engineer a list of all works -ordered by the Council to be carried out. Mr Dunne said far too much delay had Tjeen allowed in carrying out the footpath. He moved that Mr Sinclair be instructed to have the work done by day labour. , Secodded by Mr Doull and carried. Mr Cramond said the various works must be carried out in the order in which they had been passed. Mr Doull moved that the footpath from the bridge to the post-office be carried out by Mr Sinclair by day labour. Seconded by Mr Dunne, and carried. RAILWAY APPROACHES. Mr Dunne explained that in conseqonce . ■of the Minister of Works not having returned by Balclutha from Ins up-country tour, the Works Committee had been -un- - able- to see him with reference to the approaches to the railway. He (Mr Dunne) had seen the engineer in charge of the works upon the subject, and he anticipated there would be no difficulty in having the various approaches arranged as suggested by the Council. He pointed out, however, the necessity of having the matter attended , to at once before the winter sets in. J The matter wag left in the hands of the : Committee. IRREGULARITIES. Mr Doull called attention to the great delays and irregularities that occurred in calling meetings of committees. There was no system adopted ; no notice of a meeting was given, and no time was fixed for the meetings. The consequence was that the works referred to these committees were either not attended to at all, or only in a very unsatisfactory manner. Several members concurred, and it was • agreed, on the motion of Mr Doull, seconded by Mr Cramond, that in future -all meetings of committees be called by the Clerk, at the request of the Mayor or -of two members of committee, and that ' twenty-four hours' notice of such meeting \ be given to the members. I FIRE INSPECTORS. The Chairman 1 called attention to a ' "motion passed a month j^revious as to the -appointment of Fire Inspectors. The matter Avas then referred to vlxe Mayor to j make enqiiiries and report, but nothing more had been done. He again urged ! the necessity for having such officers being | appointed. After a discussion the Mayor and' Messrs Macdonald, Hogg, and Dunne, ;were appointed a committee to .enquire ! -into the matter and report without delay. . j Mr Canning gave notice that at next j •meeting he would move that the hour of meeting of the Council be altered from •8.30 to 4 p.m. The meeting then adjourned. Cemetery Committee. At, the close of the above meeting, a meeting of the Cemetery Committee was ■'held. A letter was read from the Balmoral, Road Board that "Mr Cunningham had -got notje.e to remove all obstructions from > i;he road leading from the xemeiery within l^days, but that the Board did not conjsider it necessary to, -form the road. — ■ Xetter received. ; . , An.Jaccount-j-P.
