On April 16th, in the Lords, during a debate on the protocol, Lord Derbyvindicated the action of the Government, and said the best thing in the present circumstances was to say nothing about England's future policy. On April 27 tb, Mr Bourke, UnderSecretary for Foreign Affairs, in reply-
ing to a question put in the Commons, said no treaty exists guaranteeing the neutrality of Rournama, which the European powers consider part of Turkey. A Constantinople telegram of April 18th states that the Kashg-ar envoy had had an audience with the Sultan. On April 18th it was stated at Vienna that Austria would occupy Bosnia and Herzegovina when the Russians cross the Danube. The Roumanian Go -ernment justifies the Convention entered into with Russia by the attitude ofthe Porte. A St. Petersburg telegram of April 27th states that the Commander-in-Chief of the Russian Armj has issued a proclamation disavowingany intention of conquest. Russia's object is solely the defence pf opressed Christians.
