CABLEGRAMS.
Sydney, June 7. Sir William Jervois' report approves generally of the outer fortifications, and recommends the use of torpedoes at Sydney, Newcastle, and Botany Bay. He also recommends ironclads for defence of coast and against bombardment. He, however, thinks that in the event of England engaging in hostilities, there is little probability of an enemy's vessels making a descent on the Colonies.
