Town Council.
A meeting of the Balolutha Town Counoil was beld in the Council Chamber* on Tuesday evening.
There were present His Worship the Mayor, presiding, and Councilors Mason, Hops, and Hogg. The minntes of previous meeting were rend and confirmed.
An account, John Barty, £4 5s 6d, wm held over for particulars. Mr D. P. M'Kenrie for filling up in Williamstreet, £7 12k, was passed. Ditto Mr Stanbrook, £3, was referred to the Finance Committee ; as also an account from Messrs Sievewright and Stout for opinion in election of Mayor, there being no minute of the same having been ordered by the Council.
A letter was read from Mr Barty intimating his int«ntion of erecting a shop and dwelling house on the site of Mr Kilgours old shop, and requesting permission to cart material across footpath ; also intimating his intention of making additions to the Newmarket Hotel, and requesting permission to lay down material in Renfrewstreet.
It was pointed out that Mr Barty required to procure a license before he could proceed with either of these works, the cost being 5s each.
The permission asked was granted subject to a complin nee with the Municipal regulations as to hoarding, fencing, lighting. &c.
An application by Mr Thomas* Patterson for permission to cart graxel across the footpath in Clyde-street was granted subject to the usual conditions.
Two applications by Mr John Dunne and one by Mr Peter Manon for carriage licenses were referred to the Inspector of Carriages for report. It was pointed out that the driver of all such vehicles required by the regulations also to be licensed, and that his name requited to be submitted to Council for inquiry as. to character. The following report of the Finance Committee was read : — REPORT. Your Committee after careful examination find that the overdraft at the Bank of New Zealand on the SOth July amounted t0... £457 14 7 Liabilities for works in course of construction, nalariei, &c.,tica. . . 145 17 0 Weighbridge ... 200 0 0 £803 lt 7 Since the above date there has been collected for rates, 4c, £277 lis 9d, which has been swallowed up by pressing claims previously icurred. Your committee therefore recommend that they be empowered to borrow the full amount of £800, as you are aware the contractors refuse to annul contract for weigh bridge, a portion of it having arrived in Dunedin. Mr Mason asked whether £800 would be enough for the Council to borrow ? • The Mayor : No, if you iutend to do anything with tho main street through tbe township. Mr Hope thought that before they went in for borrowing they should call a meeting of the ratepayers and consult them npon the subject. • The Mayor: The liabilities were incurred, by tbe old Council— not by th;'*/* present one —and must be provided for. If; the Counoil shou'd think of undertaking the formation of the main street, then the_ii!tepayerß should be consulted.^ Mr Hv>gg s*M the £800 was the liabilities of tbe Council at the date of ther entering office, but the old Council had collected a portion of the rates for the current year, and applied them towards reducing the overdraft. Mr Mason said it was clear the..
