WORKS:

Messrs Tosh, Mason, and Kilgour. FINANCE : Messrs Stewart, Hope, and, Hegg. BESEBVBS : Messrs Tosb, Mason, and Kilgour. Hia Worship said that before proceediag further with the business he desired to make a few suggestions to the Council as to the works ]-J, as . I } ecesaar - v Bh °uld be undertaken with a* little delay as possible : — 1. It was absolutely necessary that a general survey of the town should be made and the permanent levels fixed. Matters, he said, were m a very unsatisfactory position in this respect, as parties building had no security but that the levels of the streets might afterwards be altered, and their buildings destroyed. If the permanent levels were once .fixed, all this uncertainty and inconvenience would for ever be avoided. 2. The present position of the 80 acre' reserve requires attention. Understanding that it had been set apart for the use of the inhabitants "of. ; the township, a large amount of money has been expended in fencing it. in, and now apparently the General Government refused to hand it over over to the municipality. As the Genoral Assembly was now in session, an effort should be ' made to get possession of the reserve. 3. The Main Road through East Ward. Sorre repairs had been effected as directed by the Council, but more were required to place it in decent repair. The water tables also' required ' repairs, as the water at present ran across the • road, causing great damage. ■- . 4. The entrance to Doull's mill should be widened so as to render it fit for general traffic. ■ " 45 or L 6 would be sufficient for this object. 5. Underground drains were required to take ; the water off Renfrew and Lanark-streets, and : gravelling was required in Renfrew sheet. 6. Elizabeth-street has been formed- at a wrong level, and should be raised before being gravelled. 7. Formation and giavelling was necessary in ' Barr-street, which would shortly have to sustain ; a very large traffic. - 8. The footpaths in John and other street* - required regravelling. They were much used, - especially by children going and returning from \ school,; and were m very bad order. xi. 9 ' T Jj«, .footpaths. in Clyde-street (main street through the township) all required trimming and gravelling. 1 hey were at present very wavy and \ irregular, and retained water during wet weather. At one spot too the path was much too low, and " required raising. . -- , 10. Something, should be done regardtogJfce verandah at Macdonald'a store, which -«tfm)| too high, aud was a regular man trap. SHfiHol hevedMr Macdonald had got the level $_W__Mnri Town Surveyor when the verandah waJgHHran and therefore the Counoil would perhaifi9Hnf bear the cost of alteration. MSsBBB&Bi 11. As to the formation of the mfmimSiSß through, the town, hia Worship expSWwHSB interview he had with the Secretary of -, Works (as : reported in last issue), who was favorable io thel work beiag undertaken by the Government, and' suggested that the Council should without delay' forward an application to the Government to' have the work done, and accompany the same with an estimate of the cost. His Worship saidit would be necessary to employ a fully qualified engineer to examine and report upon it. . ' 12. As the railway was about to be opened to the Clutha, the Council should appoint a deputa-' tion to see Mr Blair, C.E., and urge that the goods as well as the passenger traffic should be «ontinued to the river bank., 13. The Secretary of Works had also suggested to him (his Worship) that the Council and the Matau Road Board should jointly apply to the Government with reference to repairs required upon the road from Balclutha to Stirling. This also should be attended t0. . . .14. The Reserves Committee' should consider and report as to the best system of managing the { lower reserve. It was evident, hesaid, that the" ■ day man had too many different matters to attend I to— ordinary day work, Inspector of , Nuisances, pound, reserves, kc.~ and soma alteration required to he made. .. 15. Back streets in North Ward. Not one of these had yet been formed. The Works Comi mittee should direct their attention to tho matter. Mr Mason said his Worship was evidently very good at making suggestions, and no. doubt all the works he had referred, to were very necessary: but there might be some financial difficulfcies'to overcome before they could all be carried oUfc. The aost important item to his mind "was". the. taking of the permanent levels, as any improve- ~- ments they might effect upon the township might only prove to be throwing away money unless tins were done. Immediate' action is also required to be taken in the matter of the 80-aoro reserve. He moved that the Clerk ywrite to Messrs Thomson and Murray, the representatives for the district, asking them to endeavor to get the ground handed over to the Municipality. Seconded by Mr Kilgour and' carried. ' ' Mr Mason moved that, the Works Committea be instructed to procure the. services of a certifi- 7 cated Engineer to examine and report upon whati is required to put the main" roact through thai township in a proper state of repair. J ' r v Seconded by Mr Hope arid carried. A. : "* : ■'• ~> ;' $ Mr Hope referred to 'the state of the Wa&itr^ front of the Balclutha hotel; and moved that -tha, : Works Committee be instructed.to examine thai same, and get the necessary repairs executed.
