iteeeived Thursday, 7 p.m WASHINGTON, Dee. 28. .Bntain has agreed to negotiate a Dilateral agreement with the United btates laying down eonditions where under Britain will reeeive a share ot United States ' 3.000,000,000 dollai Arms for Allies programme. The agree ment encis several weeks of exploratorv diseussions between British and Ameri can officials in Washington, in the eourse of which Britain was at one time prepared to go without her share of the arms programme rather than agree to eertain eonditions contained in the State Department 's tentative draft anee ment. State Department offieials today said the British Government had ae cepted new United States proposats as the basis for fiegotiation and formal negotiations for an agreement were ex peeted to begin in a few daj's. The State Department announeed to uay that the North Atlantie Counci! would meet at Washington on .Tanuary 6 to consider the plan for the mte grated defence of the North Atlantie area drawn up at Paris on Deeemoer 1. Approval of the Pa is recommendations by the North Atlantie Council is neeessary before the flow of United States arms to Atlantie Pact eountries ean begin. Arms shipments under the mutual defence assistance programme could start immediately after President Truman, aetinsr on the recommendation of the Atlantie Council, certified that the nlan for the integrated defence ot the North Atlantie area existed.
