Received Tuesday, 9.25 a.m. LONDON, Dec. 19. A man can be blind and still legally ride a pedal cycle in Britain. A police inspector told a coroner's court this today when a man, admitting having only a quarter the sight of an ordinary person, gave evidence that his cycle knocked down a 63-year-oId woman who subsequently died. Finding: Accidental death.
