The United States and West German Federal Republic last night . signed a bi-lateral treaty which made Westem Germany a 'full partner in j the European Recovery Programme states The Times' Bonn correspondent. It was the first major international agreement to be signed by the Republic sinces its formation in September, and the signing of it- was made a ceremonial occasion which fittingly emphasised the significance^ of the event.
