Significance Of Germany's Bi-Lateral Treaty
Received Friday 8,30 p.m. LONDON, Dec. 16. The United States and West German Federal Republic last night . signed a bi-lateral treaty which made Westem Germany a 'full partner in j the European Recovery Programme states The Times' Bonn correspondent. It was the first major international agreement to be signed by the Republic sinces its formation in September, and the signing of it- was made a ceremonial occasion which fittingly emphasised the significance^ of the event.

Dr. Adenauer, in his reply, rpferred ] to the need to uphold the traditional values of European eulture through eco nomic recovery so that Western Germany should be a bulwark against de structive forces working from optside Western Germany now had a chance te co-operate " as an independent partner and she would discharge her duty to her people and to Europe, he added.
