WELLiNGTOj-n, Dec. 6. The Ministers in. the National Party Administfation •will be ahnouneed by the Prime Minister-elect, Mr. Holland, after a eaucus on Thursday • of tthe Parliamentary members- of' the Party. They wiil be sworn in by the GovernbrGeneral on Tuesd'ay as members of the Executive Couneil.
' ' i have rnacle' very consideraDle progress towards the solution of that interesting problem, ' ; said Air. Holland when asl.ed this evening about the seicction of personnei for his Ministry. He added that he had not- deeid'ed on the number of Ministers there "would be in the new Cabinet. "We have some ideas of reorganising the management of Cabinet to put it on a "proper businesslike basis so as to run it' more iike a commercial concern" added Mr. Holland. "Naturally we- would want to have very good r.easons- for departmg from the well-established custom.'' Air. Holland said certain portfolios fell mto natural groupings. Defence and Air as apart from CiviJ Aviation wero example. Industrjes and Commerce and Supply were another. Questioned on his laek'of advisers on Maori Affairs, Mr Holland said the eivil list providedy for two members ofthe Executive Oouncil representing tmMaori race but they must be at least half-casts. ' One possible solution seem ed to be to appoint a Maori as Leader of the Legislative Couneil. There is reason to believe that oue of the diihculties being experieneed -by Mr''* Holland is in obtaining the serviees of the men he would like as Par liamentary Under-Seeretaries. A mem 'oer of Parliament receives £750 yea'rly and a Parliamentary Under-Secretary an honorarium of £SO0 yearlv with' a house allowance of " £200. A member of Parliament is able to devote his energies to his own business for part of the year whereas a Parliamentary UnderSecretaryship is a fulltime' job. Men in the Partv who are building up a business or professional practice, are there•fore believed to be reluetant to make
a sacrifi.ee in aceepting these appoint ments.
