Russians "Bog Down" Treaty Talks
— ♦ Received Tuesday, 10.55 p.m. NEW YORK, Dec. 5. Negotiations for a peace treaty for Austria, wbicb have been proceeding in New Y"ork between the Foreign Ministers' deputies of the TJnited States, Britain, France and the Soviet Union, had "bogged down," said the New York Times. A Soviet spokesman, Geprgi Zarubin, informed representatives of the other nations tonight that | no more decisions could be expected pending the outcome of current talks between ^Moscow and Vienna. The Times aSded that it had learned that j discussions in Austria had also reached , a stalemate because of Russian reluctance to proceed. The Times quotes an American spokesman as having said of Zarubin 's action: "The Russians have suddenly tossed this roadblock at us. We don't k^tow why. It may- be • blackmail aj^inst the Austrians -or a top level IvrSmlin decision to delay a treaty for political reasons."
