World-Wide Census Of Arms And Armies Wanted
Received Tuesdav 7 p.m. NEW YORK, Dec. 5. The Generaf Assenibly today approved by 44 votes to 5, a plan for a worldwide census of armed forres and nonatomie weapons. The Soviet bloc, countries opposed the re'solution which was submitted by France and Norway, and indicated that they had no intention of snbmitting the requested data. The Assembly rejected a Boviet proposal which would have ine.luded atomic data in any census of weapons. Both resolutions grew out of Soviet ( demands that the Big Five Powers slash their armaments by one-third. The Western Powers argued that no arms reductions could be put into effect until complete veriiled information was .available. Prance opened the last round of the debate by charging Russia with trying to trap the Western Powers into disarming while she was building " a giglantie army unprecedented in history. ' '
