Reeeived Sunday 7 p.m. NEW YORK, Dec. 3. 1 United Nations today paved the way for caring for European war victimswhen the Inter national Refugee Organ isation goes out of existence in Apri! 1951. The General Assembly decided to establish a United Nations High Com missioner's office for refugees which is intended to take over the remaining functions of I.R.O. United Nations -wil' bear onlv the administrative costs oi running the High Cominissioner 's office. All other aetivities will be financed by voluntary contributions. In 1945 8,500,000 refugees weri tallied and 7,500,000 have been repatriated. Of the 1,000,000 remaining, somt 600,000 have been resettled by LR.O. in the past two years.
