Fear of war was worse than war itself, the Pope told members of Unitod States Cvongress who are studying ihe military needs of European countri«-s, says the Daily Telegraph's Rome cmrespondent. The Pope said: "That fear will never be absent so long as within the great family of nations, rliere is even one member which, rejecting the moral sense of inalienable lmman rights, nses sheer force to reduce its citizens to a condition of chattels ciependent on a state that recognises no power above, or beyond itself."
