Uno Makes Rules For Trust Territories
NEW YORK, Nqy. 15. United Nations General Assembly, overriding British objeetions on most points, today adopted a series of recommendations "and directions to the Powers aclministering trust territories. Mr John Fletcher-Cooke (Britain) said his eountry was not opposed to the principles in the recommendations to which he objected. It was already taking many measures to put those principles into effect. Britain did resent strongly the interference that United Nations had the right to interfere in the work of the administering authorities.
The recommendations by the trusteeship couneil, adopted by the General Assembly^ ineluded, firstly, that visiting United Nations"' missions'be given power to report on what measures are being taken in trust territories to advance politieal, economic, social and educational improvement; seeondly, native inhabitants should have greater partieipation in the profits and man- 1 agement of various eolonial enterprises; ( thirdly, greater educational facilities should be provided for nat'ive inhabi- . tants; fourthly, the adminstering authorities be aslced to Hy United Nations' flag over trust territories in ad-j dition to their own | The General Assembly expressed its' satisfaction at the recommendation of the trusteeship council that ehild mar-j rigges in trust territories be prohibited and corporal punishment and penal sanetions for breaches of labour contracts, be abolished-immediately. The Assembly also decided to commend "the excellent financial situation" in the trust territories of Western Samoa and Nauru and endorsed the recommendations of the trusteeship council "-regarding the need for the fprmulation of plans laying down a sound economic foundation for these two territor-ies. ' ' A resolution which asked the administering authbrities to submit plans for administrafive unions in ad,vance, to, • f urnish financial and other data about separate territories and to establish separate judicial legislative bodies in each parfc of a union, was earried by 44 vptea to 9. ^ i The resolution was deseribed by Mr Fletcher-Cooke as unwarranted interference in t)ie administration of trust territories. "We shall regretfully decline any invitation to submit our priorplgns," he deelared.
