Received Thursday, 11 a.m. WA3HINGTON, Nov. 16. The Secretary. .oi State, Mr.. Dean Acheson, said today that the treatment of the A-m-eri-can- Gonsul-General in Mukden, fl/Er. Ang'us Ward, by the QommiinM regime had rpmoved any possibility of the Uhited States cimsidering the question of recognising that regime now. Mr. Acheson said that the United States would protesito the Chinese N'ationalist Government against pne of its warships firing on the American merchant vessel Flying Cloud.

Mr. Achesop noted that this did' not raise the questiori ' of the United States Go.verriment's atti-r tude on the blockade, but siniply the issue of endangering AmeriCan lives. He said that .what . other. action the United States takes will ihe decided when the" official repprts come in covering sueh questions aa precisely where the ship was, when the attack occurred, whether it was given orders that it refused to fbllow and whether a warning shot was fired by the warship. The United States and Britain understood each other's position on the recognition of Communist Ohina, said Mr. Acheson. He added that Russia, in a note which reac'hed the State Department today, had agreed to intervene with the poxnmunist North Korean regime to free two American Economic Co-operation Administration officials who had heen held hy the Communists since Septernber 22. In Ottawa today, the Minister of External Affairs, Mr. Pearson, said that Canada may "recognise China's Communist Government. He added that recognition would depend chiefly on whether they formed an independent Goyernment accepted hy the Chinese people.
