U.S. View Of Paris Decisions On Germany Received Monday, 10 a.m. BONN, Nov, 13. The decisions of the three Western Foreign Ministers in Paris should "contribute mightily" to German recovery, said the American Secretary of State, Mr. Dean Acheson, today. He was addressing a Pr§s§ conference after a foripal yisit to the Western- German President,' Dr. Theodore Heuss, and a private talk with the Chancellor, Herr Konrad Adenauer. Mr. Acheson said that the Foreign Monsters had given the Allied High Commissioners in Germany farreaching powers. They had dealt at great length with the question of mismantling, but did not discuss the problems of German defence or German participation in the Western defence system. Western Germany might become the basis for German unity,, but that would depend on the attitude of Russia. America did not propose to recognise the Communist-dominated East German Government, he added. His talks with Herr Adenauer had been "very satisfactory." He hoped he had convinced the Chancellor and his Cabinet that America intended to help the West German Government in every way to solve the difficult problems ahead. However, such assistance could be marginal and the real effort would have to come from . the German people and their Government. Mr. Acheson said that his talks with the West German President and Chancellor nad convinced him that Germany's leaders had the courage and energy to go forward on their way. It was stated in Bonn today that the Allied High Commissioners will give Herr Adenauer a full official and detailed account of the decisions reached at the Paris meeting of the Foreign Ministers on.Tuesday.
