Received Tuesday, 12.20 a.m. WASHINGTON, Nov. 7. According to diplomatic authorities the U.S. State Department has planned and reached a decision to keep American troops in Japan after the end of the Allied oceupation. The Secretary of State (Mr Dean Acheson) will be able to present to Mr Bevin at Paris this weelc the following main provisions of a peace treaty with Japan drafted by the State Department: Firstly: To end the Allied oceupation as soon as the treaty is signed and ratified. Secondly: Orderly surrender by the ! oceupation forces of the powers and duties of the governing country and their subsequent withdrawal in about six months. The Japanese Government would have complete control of all the nation's internal and foreign affairs. j Thirdly: The denial to the new Government of industrial capacity to build a modern war machine and the right to create an army.
