Russian plans for crcating a vast rouble area backed by big gold reservea are discussed in tbe report of the International Uomniittee for the Study of Europeau Questions whose \ membership includep Lord Vansittart, ; M. Paul Reynaud and M. Maurice 1 Schuman. *- ■ ' The rouble area, it says, would inclnde at first the U.S.S.R. and her sat- | ellites, and later China and the Par East. It estimates that the Russian gold reserve is now seeond in the world after the United States, and says it seems probable that Russia Itas ^become at lcast the seeond gold produeer in the world, if not the first as she claimed as long ago as 1940. The number of mines now in use is estiniated at about 200. \ It is the coinnuttio's vlew that Russia will start raising the Iron Curtfiin ' and the cold war will coiue to an end only when her industrial output euaOles her to give the Russian people a standard of living similar to that enjoyed in the West so that §he no longer fears comparison with other countries.
