Received Friday, iu a.m. LONDON, Oct. 6. The Eastern zone's "All-German" Government will be proclaimed without a prior election. says the Associated Press Berlin correspondent. The Communists say that such an election would "add unnecessary difficulties" and must be* delayed until the Government has functioned for some time. Informed Berliners said today that the Russians had promised Eastern Germany "full membership" in the Cominform bloc of nations. They added that the Eastern German Alliance would be both political and economic. Protests To West. The Governments of Rumania and Poland today protested against the formation of the West German Government at Bonn. The statement issued by Rumania called the Bonn Government a "reactionary Government of a nature to threaten the peaceful creative labour of the Rumanian people and other European peoples." In Warsaw, Poland delivered notes protesting against the West I German State to the British, United States and French Embassies. The text of the notes was not disj closed, but a spokesman at the ■American Embassy said they took the line of the note addressed by Moscow to the three Western Powers two days ago. Otto Nuschke told an Eastern Berlin political meeting that the Russians wculd gradually relinquish their Military Government controls over the Germans. '-The Soviet Military Government will merely supervise Gennan affairs and will gradually return Germany sovereignty to the new republic." He added that the Soviet zone provincial elections, due this month, have been postponed indefinitely because of the formation of the Eastern zone German Government.
