NEW YORK, Sept. 28. China today charged that the Soviet Union had not honoured its obligation under the Sino-Soviet Treaty of 1945. Dr. T. F. Tsiang, head of the Chinese delegation, told the steering committee of United Nations Generfil Assembly' that the So.viet had violated two pro- j visions of the- treaty, firstlv, the terri- . torial integrity of Manchuria, and secondly, control of Daireu. • I Tsiang Said China 's complaint "isn'tl a case between my Government and the Soviet Union." He added that the ^nore important obligations of the Sino-Soviet Treaty were, firstly, that the two parties agreed to aet according to principles of mutual respect for their sovereigntv. territorial integrity and nofi-interfer-cnce in the internal affairs of the othe-r coiit.racting party; secondly, the contracting parties agreed to render 1o each other every possible economic assistance in the post-war period with a view to facilitating and aeeelerating reconstruction .in both countries, thus contributing to world prosperity. Mr. Vvshinskv, Soviet Foreign Minister, criticised hfr. Tsiang for laving his complaint ' ' without taking the trouble of giving any. grounds based on factual data which would permit the passage of judgment on his alleged contentions. " Before including the item in the Assembly's agenda, the steering committee shonld have some evidence to prove whether the complaint was valid. Attacking the Koumintang, Mr. Vysliinsky said: "This bankrupt clique of Chinese Imperialists has been re.iected by the overwhelming majoritv of Chinese people who have cleared the greatest part of their countrv of these gentlemen. Now they are trving to shift the blame to the Soviet Union for all their shamoful defeats in the war in China."
