Western Allies End Parleys With Russia

Received Thursday, 9.35 a.m. . BERLIN, Sept. 28. The Western Allies told the Russians today that they could not continue Four Power negotiations with them in Berlin so long as the ! Russians failed to observe the agreements already made. This .neans that the Allies have now oroken off discussions with Russia on restoring Berlin's life to normal. The breakdowh of the talks oriered by the four Foreign Ministers m Paris last June followed a dis^pute over the policies of the Soviet management of Berlin's elevated railways. The Western commandants have issued a 'communique reviewing the railway dispute, which began with a, six week's strike of anti-Com-.nunist workers eariier this year. The Allies say there is no point ih oontinuing the talks because the Bussians have not observe d the rail strike agreement of July and have victimiSed. many West sector strikers. The Western commandants have oonfirmed that the decision to oreak off Four Power relations in he city has been approved by the Allied High Commissioners, who are directly responsible to their Foreign Ministers.
