Cyrenaica As Independent State

Received Mondav, 7 p.m. BENGHAZI, Sept. 19. Cyrenaica became an independtent State today when Emir Sayid Idris el Senussi, ruler of 250,000 Arabs, formally enacted a constitution and took the oalh of offiee as head of the State. The fertile plain whieh was once part of the Italian colony of Libya, was recognised as independent in internal

affairs in a proclamation on Friday by the British Administrator, Mr. A. E. 3e Candole. Britain gave a wartime prdmise to the Senussi who fought in the Libyan Arab force, that they would never again come under Italian rule. The eofistitution, whieh gives the future Government of Cyrenaica control over all internal affairs, was drawn up after negotiations between the Emir and British Foreign Office in Londoh last July.
